Fifa Forward Enterprise (FFE), which Fifa says it will own and control, would oversee the sale of commercial rights and the operational delivery of the World Cup and its other tournaments.
Private investors will be sought to “make minority, non-controlling investments” in the company, while the governing body also said its member nations would be able to access $20m (£15m) in “one-off capital”.
Fifa said the proposal would require the approval of its national member associations (MAs) and the Fifa Council, but has not yet given any indication on when any votes might take place.
What will this mean?
Fifa’s media release confirming the proposal was heavily focused on the increased development funding, for stadium projects and so on, that would flow to MAs if the plan was approved, highlighting an expected increase from $8m (£6m) per MA to $20m (£15m) between 2027 and 2030 alone, rising to $24m for the 2035 to 2038 cycle.
Fifa’s release also talked about an “exceptional and immediate” tranche of up to $20m of funding available per association from the Fifa Fast Forward Programme (FFFP) as part of FFE. It said participation in FFFP would be entirely voluntary, but that this additional funding would be financed by an initial capital raise of $4.2bn, achieved from investors buying minority stakes.
Fifa president Gianni Infantino said on Tuesday this proposal was about “the democratisation of football worldwide”.
The financial incentive to back the proposal, particularly for the less wealthy MAs, will be huge but there are already concerns that in this model, private investors will seek ever greater returns – which could lead to pressure being put on FIfa to increase the size and frequency of its competitions and increasingly make decisions based on financial rather than sporting considerations.

The investor group for FFE is set to be led by Thrive Eternal, founded earlier this year by Joshua Kushner – the brother of US president Donald Trump ’s son-in-law Jared Kushner. That has already led to accusations from Democrat Congressman Jamie Raskin that Fifa is “going into business” with the Trump family.
Raskin is the ranking member on the US House Judiciary Committee, which on Monday called Infantino before it to answer allegations Fifa had been involved in a “sustained campaign” to secure special favours from President Trump.
What has the reaction been?
Uefa is believed to have known precious little about the plans until reports first emerged in The Times and the Financial Times on Tuesday afternoon, but issued a furious statement saying the move “crossed a line”.
The statement added: “Uefa takes it extremely seriously. So should every national football association. So should every stakeholder: leagues, clubs, players, supporters, governments and everyone who cares about the future of the game.
“The soul and governance of football are not assets to trade – especially with zero transparency as to who gains financially. None of us are the owners of football. It is not Fifa’s to sell.”
The Football Association has not yet commented, but it is understood it was completely unaware of the plans until the initial reports and Fifa’s later announcement.
Former Fifa president Sepp Blatter, whose tenure ended amid the 2015 corruption scandal, wrote on X: “The close relationship between the Fifa President and the US President has reached a financial dimension that is deeply damaging football. No one has the right to sell our game.”
Uefa and Andy Burnham have slammed the new proposal (PA Wire)
The UK’s new prime minister Andy Burnham also took to X to voice his opposition to the move , writing: “Let me say this very directly. Football does not belong to investors. It belongs to the people who fill the stands and who stand on the touchline week in, week out, rain or shine.
“The World Cup is not a product. It is the greatest competition in world sport, and it was never anyone's to sell. Dress the deal up however you like. Once you have sold a piece of it, you have sold out.
“Football belongs to the fans. It always has, and it always will.”
What happens now?
Relations between Uefa and Fifa were already under severe strain before this. Uefa president Aleksander Ceferin did not attend the World Cup final earlier this month in protest at a series of Fifa governance issues, including its handling of the Folarin Balogun case. This is on another level entirely, though.
It is early days but it already feels as though this issue has the potential to cause a split between Europe and the rest of Fifa, and to have as dramatic an impact on the football landscape as the European Super League scandal. Watch this space.
