The 23-year-old moves to The Hawthorns for an undisclosed fee and becomes the club's fifth senior summer signing following forward Jimmy-Jay Morgan, defender Conor Townsend, goalkeeper Matt Ingram and striker Barney Stewart.
Galves helped Rodez reach the second-tier play-offs in France last season, where they lost on penalties to Saint-Etienne. He made 36 appearances in all competitions, with eight assists.
His contract will keep him with the Baggies until the summer of 2030.
