How India's Gen-Z protesters shifted the political debate
The resignation of India's education minister amounts to a stunning victory for the youth-led "Cockroach" protest movement. The bigger question is if this political momentum turns into a lasting platform for more reform.

After weeks of demonstrations, marathon negotiations and repeated government refusals, a movement named the "Cockroach Janta Party (CJP)" succeeded in its demand for Indian Education Minister Dharmendra Pradhan to step down.
The movement began on social media as a satirical activist campaign sparked by leaks of a question sheet for the highly competitive NEET exam in early May.
Along with Pradhan's resignation, the government also agreed to provide the maximum possible compensation to families of students who died by suicide following the NEET paper leak controversy. Additionally, it promised to withdraw criminal cases against protesters, refrain from pursuing future legal action and continue discussions on the CJP's five-point charter for academic examination reform .
The CJP, in turn, announced it was calling off further protest action "in good faith" while added that it would closely monitor whether the government promises were implemented.
"This is a victory of democracy," CJP founder Abhijeet Dipke told thousands of jubilant supporters.
Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) has insisted meeting some of the protest demands reflects responsible governance rather than capitulation.
"Pradhan's resignation is an example of putting students and the nation above political positions," said Home Minister Amit Shah.
However, the resignation of a cabinet minister following public outcry amounts to a rare retreat by Modi's government. Taken together, the concessions mark a remarkable victory for a movement that the government had initially dismissed as little more than a social media campaign.
"Nobody should underestimate student power. Our voice is finally heard. When we stand united, we can achieve many things," Uma Singh, a CJP supporter from the eastern Bihar state who spent days camping in New Delhi, told DW.
Some 48 hours before Pradhan's resignation, senior Hindu nationalist BJP and government sources had said removing him was not under serious consideration, even as protests continued to grow in Delhi while solidarity demonstrations spread to cities across India.
Earlier concessions, including the removal of 47 National Testing Agency officials, promises of fast-track courts and administrative reshuffles, failed to satisfy protesters.
At the same time, the government faced growing concern that the confrontation would dominate the monsoon session of parliament and hand the opposition a powerful political issue.
Faced with mounting pressure both on the streets and inside parliament, the BJP reversed course.

Indian activist Amrita Johri believes the Cockroach movement's victory amounts to a major shift in political debate in India.
"The movement's significance extends well beyond the resignation of one minister. It showed that a loosely organized generation of young Indians could compel political concessions from a government long regarded as resistant to street pressure," Johri told DW.
"It shifted the debate from examination scandals to larger questions about whether India's institutions are still seen as fair, transparent and accountable. Electoral mandates may confer power, but lasting authority depends on public confidence," she added.
Beyond the immediate political settlement, the government's bigger challenge is rebuilding public trust in institutions that millions of young Indians depend on for opportunity.
Political scientist Gilles Verniers from the Paris-based Sciences Po public research university believes the episode has also exposed a weakness in the BJPs political instincts.
"Modi's usual playbook of staying above the fray, making broad promises and shifting responsibility down the chain failed this time," Verniers told DW.
"The minister's resignation is a clear victory for the protesters and a personal setback for a prime minister who stood by him until the end."
"It exposed a ruling party unprepared for a movement that was neither sectoral nor partisan, and a political class unaccustomed to a generation willing to openly challenge authority rather than defer to it," Verniers added.
In the past, the Modi government has seldom appeared willing to yield to sustained public pressure.
The closest comparison came during widescale farmers' protests, during which an estimated 700 to 750 protesters died before the government repealed three contentious farm laws in 2021.
Even then, legislation was withdrawn without ministerial accountability. This time, however, a cabinet minister has paid a political price.
The situation has also presented the opposition with evidence that sustained mobilization around issues such as unemployment, education and governance can put the government under pressure.
Senior Congress leader Jairam Ramesh called Pradhan's resignation "a victory for a generation tired of struggling in an unfair and corrupt system," arguing that sustained pressure from students had finally forced the prime minister to withdraw his political backing for the education minister.
The BJP, for its part, argues it acted responsibly to restore confidence in the country's education system and protect students' interests.
The youth-led movement's next test is whether it can convert this political momentum into a lasting platform for institutional reform.
