The Pakistan Information Commission (PIC) issued the directions under the Right of Access to Information Act, 2017, on July 9. The PCB has challenged the demand, arguing that making such information public could hurt its commercial interests and affect its negotiations. The commission has asked the PCB to provide its annual budgets for 2023-26, detailed spending records, players’ and employees’ contracts and salary information. It has also sought details of players and officials who travelled to this year’s T20 World Cup, the expenses involved and information about work carried out to upgrade Iqbal Stadium in Faisalabad. According to a report from news agency PTI, a PCB source described the situation as a "Catch-22 situation", saying that complying could encourage other institutions and committees to seek access to the board’s financial records, including information linked to the Pakistan Super League. The PCB has told the court that it operates in a highly competitive international sports environment and does not receive funding from the federal government or the Consolidated Fund, unlike government departments that depend on public money. The board argued that revealing private salary structures and contractual terms could damage its commercial interests and affect future contractual negotiations. It has also requested interim relief, warning that once personal financial and contractual information becomes public, any damage to its business interests, contractual relationships and the privacy of third parties could be impossible to reverse.
