Bill Gates Warns Humanity About AI: ‘We Do Not Have the Luxury of Moving Slowly
The risks posed by AI—like climate change and nuclear proliferation—are global problems in need of global solutions. And according to Bill Gates, humanity can no longer afford to wait on that front.
In an essay published early Wednesday morning, the Microsoft cofounder and billionaire philanthropist wrote that the AI boom is a technological revolution unlike any other in history, with huge implications for virtually every sector of human life—from healthcare to education to human relationships themselves. Without a carefully crafted plan for navigating the next several years, he wrote, any long-term benefits the technology could deliver will be overshadowed by the social, political, and economic chaos it causes.
“The challenge is monumental,” Gates wrote in the essay, which ran to nearly 6,000 words. “Even under the best circumstances, the transition to this new AI era will be one of the most turbulent times in human history.”
Writing lengthy manifestos about the “promise and perils” (to cite an overused phrase) of AI has recently become something of a trend within tech circles. People have been warning about the risks of runaway AI development since long before the world had ever heard of ChatGPT or AlphaFold, but the past couple years have been a wake-up call for many: AI agents are escaping containment and hacking into third-party organizations; scam-artists are using AI voice-cloning technology to try to swindle financial institutions; autonomous drones are being used in active warzones; data centers have become a political flashpoint; algorithms are synthesizing algorithms not previously found in nature; and some financial analysts have fretted that the entire AI boom is a speculative bubble about to pop, bringing the American economy down with it.
Tech billionaires have therefore found themselves on the back foot, trying to sell the public on a technology about which many people feel either ambivalent or hostile. Earlier this month, Meta CEO Mark Zuckerberg wrote a bizarre essay arguing that the best way to steer clear of the risks posed by AI is to make the technology as widely available to as many people as possible. Sam Altman and Dario Amodei—the chief executives of OpenAI and Anthropic, respectively—are also prone to publishing lengthy manifestos about the future of humanity, and inevitably, how their own companies are the only ones that will be able to make that future safe for everyone.
In the U.S., the absence of meaningful regulation at the federal level has shifted responsibility onto tech companies themselves to figure out how to safely build and deploy the technology. Amodei , Altman , Anthropic, and the recently departed Google DeepMind CEO Demis Hassabis have voiced their support for a global oversight committee to monitor and pace AI development. Others have called for a unilateral slowdown or pause on the development of frontier models. But for the most part, competition between the biggest AI labs, and between the American and Chinese AI industries, has drowned out such proposals in the push for market dominance. “If someone had a credible plan for slowing down AI advances globally, I would likely support it,” Gates wrote in his essay. “However, I don’t think that’s going to happen. The geopolitical and economic incentives are pushing too hard to go full speed ahead.”
Gates’ essay, to his credit, doesn’t read like a sales pitch cloaked as a call for safety. (He stepped down from the company’s board of directors in 2020, and claims that profits from his active tech investments go solely to his foundation.) AI companies on their own, he said, should not be the ones to “lead the charge” toward developing a transition plan into the AI era. That task should be managed “through a public democratic process that includes elected officials, policymakers, educators, health workers, local officials, and community leaders.” Some degree of cooperation between the U.S. and China will also be necessary, he adds, and religious leaders—like Pope Leo XIV —will also have an important role to play.
For Gates, the most important thing all those stakeholders can do now is forge ahead with planning for the transition into the AI era as swiftly as the technology itself is developing. “We do not have the luxury of moving slowly,” he wrote.
