Ken Rosenthal of The Athletic was first to report the two sides had agreed to the deal July 31. The MLB trade deadline is three days away.
Kremer, 30, has spent his entire 7-year MLB career with Baltimore. The Orioles originally acquired him from the Dodgers in the deal that sent Manny Machado to Los Angeles.

The trade comes one day after the Twins acquired left-handed reliever A.J. Minter from the New York Mets.
At 55-55, the Twins took the field against the Seattle Mariners on July 31 trailing the Cleveland Guardians for the third and final American League Wild Card berth.
Baltimore, 54-56, is only a game behind the Twins. Kremer (1-4) has done little to help the Orioles’ cause on the heels of four seasons of steady if unspectacular work in the rotation.

Kremer is 42-44 with a 4.37 ERA in 133 career games (130 starts).
According to Dan Hayes of The Athletic, prospect Jhomnardo Reyes is going to Baltimore in the deal. The 18-year-old outfielder was recently promoted to the Class-A Florida State League after a strong showing in Rookie ball.
The Orioles signaled at least one roster move was coming earlier in the day, when they took the unusual step of reassigning four Triple-A players to their advanced Class-A affiliate.
Outfielder Michael Siani, pitcher Jose Espada, pitcher Dietrich Enns, and shortstop Luis Vázquez weren’t being punished. But with the Frederick Keys located a short drive from Camden Yards, the Orioles ostensibly wanted the four players close by if and when a roster spot opened up.
Later in the day, one did.

The Orioles, in all likelihood, aren’t done. President of baseball operations Mike Elias told reporters earlier in the day that the team would not commit solely to buying or selling. But the Kremer trade leaves them down one starter in the middle of a Wild Card chase.
For the Twins, Kremer’s acquisition could bump Zebby Matthews (4-8, 5.21 ERA) from the fifth starter’s job. Perhaps not coincidentally, the right-hander allowed three runs over the first two innings of his start July 31 in Seattle. The trade was reportedly agreed to before the third inning began.
