Tottenham Hotspur’s plans to appropriate Whitewebbs Park, land adjacent to Spurs’ training ground, and use it to develop a training center for Spurs Women and its academy has been rejected by a judicial review, according to James Cracknall at the Enfield Dispatch .
The land, a former golf course abutting Tottenham’s existing training center, has long been abandoned after the course shut down and has “rewilded” in the ensuing years. The result is 240 acres of what are now habitats for a wide variety of native UK animals, insects, and birds, including 35 species of bees and wasps and “the only confirmed sandpit mining bee nest in north London.” Tottenham has spent the past few years trying to receive permission from the Enfield Council to purchase the land and transform it into a training center specifically for Spurs Women, but had received pushback from environmental groups and members of the council as far back as 2024 despite promises to develop the land in an environmentally responsible way.
It appears that in the intervening years, there has been turnover on the council, which now no longer supports Spurs’ plans for the land. The legal case against Tottenham Hotspur was brought by the group Guardians of Whitewebbs which sought to keep the land as a protected environmental area and park open to the public and had argued that Tottenham’s move to appropriate the land was not lawful and biased. The movement to protect the land from development was, according to the Enfield Dispatch, also backed by Dame Judi Dench. The judge’s decision to quash Spurs’ request to appropriate the land is viewed as very likely the death blow to the project.
The ruling was hailed by Guardians of Whitewebbs in a statement released after the High Court’s ruling.
“This new administration pledged to protect Whitewebbs Park from unacceptable development and ensure it remains accessible for local residents and communities to enjoy. That is why we withdrew from defending this Judicial Review, as such a defence would not have been in the best interests of residents across the borough.
“We are delighted that the High Court has allowed this judicial review and quashed the planning permission granted for the proposed training academy at Whitewebbs Park.
“We said we would protect Whitewebbs Park from this unacceptable proposal and we will now move forward with plans that reflect the needs of the local community and also preserve and protect this important area of Enfield.”
In a statement, the club said the following:
“We are disappointed by today’s High Court judgment concerning the planning permission for our proposed Women’s and Girls’ Training Centre at Whitewebbs.
“The court’s decision concerns the legal process followed by Enfield Council in granting planning permission, rather than the planning merits of the proposed development itself.
“We continue to believe the proposals would deliver significant benefits for Enfield by safeguarding Whitewebbs as a green space, improving access to nature, restoring important heritage assets, creating new facilities for local residents, community groups and sports clubs whilst delivering a lasting legacy for women’s and girls’ sport.
“The development would create a world-leading Women’s and Girls’ Training Centre, helping to establish Enfield as a leading destination for the women’s and girls’ game. Alongside elite facilities, it would create new opportunities for girls across the borough to play and develop through expanded coaching, education and community programmes, while providing a visible pathway from grassroots football to the very highest levels of the game.
“We remain committed to Enfield and to continuing the work we have undertaken in the borough for many years through investment in sport, education and community programmes. We will now consider the judgement carefully and determine our next steps.”
It’s not clear what Tottenham will do next, now that the land has been prohibited for use by the club, though the article says the council will now work with the club to find an alternate location for the Spurs Women training center.
