The proposal to sell stakes in a private entity, which would manage all commercial and operational aspects of Fifa’s competitions, has provoked a strong backlash from Uefa and raised significant concerns among European clubs and major leagues globally.
Documents seen by PA outline an indicative timeline for the investment process. Investors are expected to gain access to a term sheet and selected materials in August, before submitting initial ‘Letters of Intent’ (LOIs) in September, detailing their desired investment. Binding bids would then be agreed upon in October, with funds transferred to Fifa by the end of the month.
A consortium of private investors, anticipated to collectively own approximately 20 per cent of the new company, known as FFE, is set to be spearheaded by Thrive Eternal. This company was founded by Joshua Kushner, brother of United States President Donald Trump’s son-in-law, Jared Kushner.

National associations have been given until 19 September to indicate their support for the FFE proposal, which could unlock up to $20 million (£15m) each in development funding from 1 January. Fifa claims that if approved, the plans would enable it to distribute a total of $10 billion (£7.5bn) in development funding during the three-year cycle between 2027 and 2030.
While Fifa maintains that FFE would oversee the sale of commercial rights and operational delivery of its tournaments, it insists investors would have no influence over decisions regarding the size and frequency of major competitions, such as the men’s and women’s World Cups and the Club World Cup.
However, significant apprehension persists that investors’ natural drive to maximise returns – coupled with the necessity to fulfil promised funding increases to national associations – will inevitably lead to the expansion of competitions, thereby disrupting existing domestic and international football calendars.
Uefa has convened a meeting of its 55 member associations, having accused Fifa of seeking "to enrich themselves and their friends" through the controversial proposal. On Thursday, an organisation chaired by Premier League chief executive Richard Masters urged Fifa to withdraw the plan entirely.
The World Leagues Association stated: "While around one per cent of the world’s professional players participate in the Fifa World Cup, the other 130,000 professional footballers and all their clubs stop competing as national league competitions come to a halt.

“Therefore, Fifa’s responsibilities extend beyond the commercial success of its own competitions. As the global governing body of football, Fifa has a responsibility to safeguard the balance between national, continental and world competitions and to consider the interests of the game globally."
The association further highlighted: "The Fifa Forward Enterprise project further highlights the conflict of interest between Fifa’s role as the regulator of world football and as the commercial organiser of major international competitions."
It concluded by asking Fifa to withdraw its project and reiterated the need for a fundamental change in Fifa’s decision-making processes, ensuring that decisions affecting the entire football pyramid are taken through transparent and inclusive processes involving all stakeholders.
