Massive water cuts imposed on three Colorado River states as rates continue to plunge

Federal authorities on Friday announced significant water restrictions over the next two years for three Western states that rely heavily on the endangered Colorado River.

Under the Bureau of Reclamation's strategy, California, Nevada, and Arizona will jointly cut water consumption by 1.25 million acre-feet (around 1.54 billion cubic meters) per year over that period, with potential for steeper cutbacks depending on environmental conditions.

Arizona faces the most substantial reductions, whereas upstream states, specifically Colorado, Utah, Wyoming, and New Mexico, will not be subjected to any cutbacks at present.

Meanwhile, neighboring Mexico is set to decrease its water allocation by 250,000 acre-feet (approximately 310 million cubic meters) under a cross-border treaty with the U.S.

"We’ve been in this 26-year prolonged drought period," said Andrea Travnicek, the Interior Department’s assistant secretary for water and science. "We continue to see a prolonged drought in our future. So continuing to work together as a whole within the basin is going to be extremely important."

The existing framework regulating waterway use expires in October, and the seven basin states have so far failed to reach a consensus on a long-term sharing agreement.

Decades of excessive extraction, coupled with persistent drought and rising temperatures driven by climate change, have depleted the nation's two largest reservoirs fed by the Colorado.

Lake Mead recently dropped to its lowest point since it was filled nine decades ago, with Lake Powell hitting its own record low roughly a week later.

Their combined reserves stand at their lowest level in nearly seven decades.

Water officials in Arizona thanked California and Nevada for collaborating on how to divide the required cutbacks.

"For 2027 and 2028, the reductions that are now memorialized here will provide substantial stability for folks," said Tom Buschatzke, Arizona Department of Water Resources director.

"We’ll continue to negotiate and figure out how we’re going to operate over a longer-term period, which is what we all want."

JB Hamby, California’s chief Colorado River negotiator, noted that the measures offer "some badly needed near-term certainty at a moment of extraordinary risk," while characterizing the plan as "a bridge, not a permanent solution."

In Southern Nevada, Kyle Roerink, senior adviser at the conservation group Great Basin Water Network, noted that proposed projects including a new airport, shopping malls, and public land auctions have stalled, reflecting the severe hydrological realities detailed in federal plans.

Additional cutbacks could further impede real estate development across metropolitan Las Vegas, he explained.

"When the Hoover Dam, a symbol of American fortitude and American power, drops and loses its shine, it can be scary," Roerink said. "But it can also pose itself as a great opportunity for us to prepare for the next hundred years in a meaningful way."
