Two children under the age of 10 took a car belonging to one of their parents Thursday and later struck a pedestrian in Oakland, leaving her in critical condition, police said. The collision happened at about 9:30 a.m. in the area of 35th and Mangels avenues, not far from Interstate 580, according to police.
