The former world number one struggled to settle on the carpet, while his English counterpart stormed to a straight sets victory.
Banks clawed back to 3-3 in the first set, but lost a full-house four that appeared to rock any momentum he hoped to take into the second set.
"I'm just disappointed that I didn't make it through," the former world champion told BBC Scotland. "I tried my best but it just wasn't quite good enough on the day."
The 30-year-old wasn't the only Scottish bowler to through their final bowl of this Commonwealth Games, with women's pair, Caroline Brown and Beth Riva exiting too.
Their fate was already sealed before taking on Cook Islands, but the pair ended on a high with a straight sets victory.
Like Banks, Riva was involved in her first Commonwealth Games, while veteran Brown competed in her fifth.
